CHAPTER 30.
AN ACT to enable every county, municipal or public cor-
poration, special taxing district and/or political sub-
division of the State of Maryland except the Mayor and
City Council of Baltimore, to secure the benefits of an Act
of the Congress of the United States of America ap-
proved June 16, 1933, known as the National Industrial
Recovery Act, and any acts amendatory thereof, and
any acts supplemental thereto and revisions thereof, and
any further Act of the Congress of the United States of
America to encourage public works to reduce unemploy-
ment and thereby to assist in the National Recovery
and promote the public welfare; authorizing every
county, municipal or public corporation, special taxing
district and/or political subdivision of the State of Mary-
land except the Mayor and City Council of Baltimore, to
construct, operate and maintain public works projects;
providing for the award of contracts to construct such
projects; to authorize and empower every county, muni-
cipal or public corporation, special taxing district and/or
political subdivision of the State of Maryland except the
Mayor and City Council of Baltimore, to borrow money
for such purpose and to issue and sell negotiable bonds
therefor; prescribing the mode of procedure for and
regulating the issuance of such bonds and providing for
the payment thereof; authorizing the levy of taxes, spe-
cial assessments and the collection of fees, tolls and other
charges to provide funds for the payment of said bonds;
and providing for the enforcement thereof; and suspend-
ing inconsistent provisions of all other laws; and exempt-
ing Queen Anne's, Somerset, Garrett, Caroline, Carroll
and Frederick Counties, and the incorporated towns in
Talbot County, from the provisions of this Act and pro-
viding that the County Commissioners of Wicomico
County shall not borrow in excess of Two Hundred Fifty
Thousand Dollars ($250, 000. 00) under the terms of this
Act.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the following terms wherever used or re-
ferred to in this Act shall have the following meaning un-
less a different meaning appears from the context:
(a) The term "municipality" shall mean any county,
municipal or public corporation, special district and/or po-
litical subdivision of the State of Maryland, except the
Mayor and City Council of Baltimore.
