Section 12 of Chapter 597 of the Acts of the General As-
sembly of Maryland of 1933 (regular session).
SECTION 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and being passed upon a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly the same shall take effect
from the date of its passage.

CHAPTER 21.
AN ACT to repeal and re-enact with amendments para-
graph (28) of Section 466 of Article 16 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Montgomery County, " sub-title "Glen Echo, " conferring
additional powers upon the Mayor and Council to borrow
money and issue certificates of indebtedness or bonds
therefor.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Paragraph 28 of Section 466, of Article 16
of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Montgomery County, " sub-title "Glen Echo, "
be and it is hereby repealed and re-enacted with amend-
ments to read as follows:
(28) The Mayor and Council of the town of Glen Echo are
hereby authorized to borrow from any source or any lend-
ing authority for the purpose of re-conditioning the streets,
sidewalks, roads, or for any Municipal purposes where im-
provements are needed in the town; and to effectuate the
improvements mentioned and named herein, the Mayor
and Town Council of Glen Echo are hereby authorized and
empowered to borrow on the credit of the town a sum or
sums of money which shall not however in the aggregate
exceed twenty thousand dollars ($20, 000) in amount; and
they are authorized to issue certificates of indebtedness or
Municipal Bonds, which ever the lending authority (or per-
son or corporation from whom said money is borrowed)
may require for the purpose of any loan herein, which
shall be payable within the time required by the lending
