section, to be of such denominations, to bear such rate of
interest and to mature at such time or times as shall be
duly determined by said Mayor and Common Council of
the Corporation of Manchester.
73H. In order to pay any or all negotiable bonds hereby
authorized to be issued, which may be executed and deliv-
ered by the said Mayor and Common Council of the Cor-
poration of Manchester in acknowledgment of any indebt-
edness created by said Mayor and Common Council of the
Corporation of Manchester under the provisions of Sections
73F and 73G of this Article, as the same shall become due
and payable, the said municipal corporation is hereby au-
thorized and directed to levy upon all the assessable prop-
erty within the corporate limits of said municipality so long
as any of said bonds are outstanding a tax, in addition
to what it is now authorized to levy, of sufficient amount to
meet the interest on said bonds as it may become due, and
to pay the principal thereof as they may mature, said tax
to be determined, levied and collected in the same manner
as in the case of other municipal taxes.
SEC. 2. And be it enacted, That this Act is an emer-
gency law and necessary for the immediate preservation of
the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

AN ACT to repeal and re-enact, with amendments, Article 1
of the Code of Public Local Laws of Maryland, titled
"ALLEGANY COUNTY, " sub-title "JUSTICES OF THE
PEACE AND CONSTABLES, " as the same was enacted
by Chapter 297 of the Acts of 1927; Chapter 292 of the
Acts of 1927; and Chapter 316 of the Acts of 1929, and
any amendments thereto, and providing for the appoint-
ment of Justices of the Peace in and for Allegany County
