358 LAWS OF MARYLAND. [CH. 152

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the charter of the Mayor and Common
Council of the Corporation of Manchester be, and the same
is hereby amended by adding three (3) new sections to
Article 7 of the Code of Public Local Laws, title "Carroll
County, " sub-title "Manchester, " to follow Section 73E, to
be designated as Section 73F, Section 73G and Section 73H,
and to read as follows:

73F. The Mayor and Common Council of the Corpora-
tion of Manchester is hereby authorized and empowered to
borrow on the faith and credit of said municipal corpora-
tion a sum of money not to exceed twelve thousand
($12, 000. 00) dollars, on the negotiable bonds of said mu-
nicipal corporation, said bonds to be signed by the Mayor
of said municipal corporation, and the seal thereof to be
thereto affixed, and attested by the Clerk of said municipal
corporation, and to be of such denominations, to bear such
rate of interest and to mature at such time or times as
shall be duly determined by said Mayor and Common Coun-
cil of the Corporation of Manchester, for the purpose of
refunding the present indebtedness of said municipal cor-
poration on promissory notes in the amount of eleven thou-
sand, three hundred twenty ($11, 320. 00) dollars, and ac-
crued interest thereon, the improvements of the streets
thereof> the preservation of the health and safety of the
inhabitants of said municipality, and for other municipal
purposes.

73G. Whenever at any time hereafter it shall become
necessary for the said Mayor and Common Council of the
Corporation of Manchester to borrow money for the proper
and necessary administration of the affairs of said munici-
pality, the improvements of the streets of said municipal
corporation and the preservation of the health and the
safety of the inhabitants thereof, and for other municipal
purposes, the said Mayor and Common Council of the Cor-
poration of Manchester is hereby authorized and empow-
ered, in addition to the authority conferred upon said
municipal corporation by Chapter 83 of the Acts of 1929
of the General Assembly of Maryland, to borrow on the
negotiable bonds of the said Mayor and Common Council
of the Corporation of Manchester such sum or sums of
money as may be necessary, not to exceed at any one time
however the sum of twelve thousand dollars ($12, 000. 00),
said bonds to be executed as prescribed in the preceding
