shall be liable to the amount of their respective share or
shares of stock in such banking institution, for all its
debts and liabilities upon note, bill or otherwise;

as now prescribed by law, and immediately after said elec-
tion due returns shall be made to the Governor of the vote
for and against said proposed amendment, as directed by
said Article XIV of the Constitution, and further proceed-
ings had in accordance with said Article XIV of the Con-
stitution.

CHAPTER 152.

AN ACT to add three (3) new sections to Article 7 of the
Code of Public Local Laws of Maryland, title "Carroll
County, " sub-title "Manchester, " to follow Section 73E
of said Article and to be designated as Section 73F, Sec-
tion 73G and Section 73H, authorizing and empowering
the Mayor and Common Council of the Corporation of
Manchester to borrow to the amount of twelve thousand
($12, 000. 00) dollars, upon the faith and credit of said
Mayor and Common Council of the Corporation of Man-
chester and to issue and sell coupon bonds therefor, the
proceeds therefrom to be used by said municipal cor-
poration for the refunding of the present indebtedness
of said municipal corporation on promissory notes in the
amount of eleven thousand, three hundred twenty
($11, 320. 00) dollars and accrued interest thereon, the
improvements of its streets and the preservation of the
health and safety of the inhabitants of said municipal
corporation, and for other municipal purposes; to pro-
vide for the payment of interest on said bonds and of
the principal thereof by the levying of taxes, and declar-
ing this Act an emergency law.
