or aids or abets in buying or in any way disposing of the
property of a recipient without the consent of the County
Board is guilty of a misdemeanor, and upon the conviction
thereof shall be fined not more than Five Hundred Dollars
($500. 00) or be imprisoned for not more than three (3)
months, or be both so fined and imprisoned in the discre-
tion of the Court. In assessing the penalty, the Court shall
take into consideration the amount of money fraudulently
received.
SEC. 2. And be it further enacted, That if any section
or part of any section, or any sentence, of this Act shall be
held to be unconstitutional, such decision shall not affect
the remaining portions of this Act, nor shall such decision
affect the application of said section or part thereof or said
sentence to any other cases or circumstances.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a "yea" and "nay" vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

CHAPTER 146.
AN ACT to authorize the Board of Public Works to trans-
fer certain property of the State of Maryland now un-
der the jurisdiction of the State Department of Forestry
unto the State Roads Commission for the purposes of
highway construction.
WHEREAS, The State Roads Commission of Maryland
plans, and has awarded a contract for the extension of
Edmondson Avenue through Baltimore and Howard Coun-
ties, which includes the construction of a bridge over the
Patapsco River and which proposed roadway will run
through the Patapsco State Park, which property was pre-
viously acquired by the State of Maryland and is under the
supervision of the State Department of Forestry, there-
fore:
