such person. No claim shall be enforced against any real
estate of a recipient while it is occupied by the surviving
spouse.

31. Removal to Another County. Any recipient who
moves to another County in this State with the approval
of the State Board, shall be entitled to continue to receive
assistance in the county to which he has moved and the
County Board of the county from which he has moved shall
transfer all necessary records relating to the recipient to
the County Board of the county to which he has moved.

32. Annual Appropriation. For each recipient under
the terms of this sub-title the Board of County Commis-
sioners of each county and the Mayor and City Council of
Baltimore are hereby authorized and required to levy an-
nually upon the assessable property of each of said coun-
ties and City respectively an amount equal to Two Hun-
dred and Fifty Dollars ($250. 00) for the care of each of
said recipients.

33. No Fees to be Paid. No person shall make any
charge or receive any fee for representing an applicant or
recipient of assistance in any proceeding hereunder except
as to criminal proceedings brought pursuant to Section 34
of this sub-title; or with respect to any application,
whether such fee or charge be paid by the applicant or re-
cipient or by any other person or persons.

34. Confidential Nature of Records. All applications
and records concerning any applicant shall be confidential
and shall be open to inspection only by persons duly au-
thorized by the State or the United States in connection
with their official duties.

35. Fraudulent Acts. Whoever obtains, or attempts
to obtain, or aids, or abets any person to obtain by means
of a wilfully false statement or representation, or by im-
personation, or other fraudulent device:

(1) Public assistance to which he is not entitled;

(2) Public assistance greater than that to which he is
justly entitled;

(3) Payment of any forfeited installment of public
assistance;
