consider any application upon which a decision has been
made by the County Board within a reasonable time.
The State Board may make such additional investigation
as it may deem necessary, and shall make such decision
as to the granting of public assistance and the amount of
assistance to be granted the applicant as in its opinion is
justified and in conformity with the provisions of this sub-
title. All decisions of the State Board shall be binding
upon the County Board involved and shall be complied with
by such County Board.
28. Periodic Reconsideration and Changes in Amount
of Assistance. All public assistance grants made under
this sub-title shall be reconsidered as frequently as may be
required by the rules of the State Board. After such fur-
ther investigation as the County Board may deem neces-
sary or the State Board may require, the amount of assist-
ance may be changed or may be entirely withdrawn if the
State and County Boards find that the recipient's circum-
stances have altered sufficiently to warrant such action. The
County Board may at any time cancel and revoke assist-
ance for cause and it may for cause suspend assistance
for such period as it may deem proper. Whenever assist-
ance is thus withdrawn, revoked, suspended or in any way
changed, the County Board shall at once report to the State
Board such decision together with the record of its inves-
tigation. All such decisions shall be subject to review by
the State Board as provided in Section 26 of this Act.
29. Recovery from a Recipient. If at any time during
the continuance of public assistance the recipient thereof
becomes possessed of any property or income in excess of
the amount stated in the application provided for in Section
20 of this sub-title, it shall be the duty of the recipient to
notify the County Board of the receipt or possession of such
property or income and the County Board may after inves-
tigation either cancel the assistance granted or alter the
amount thereof in accordance with the circumstances. Any
excess assistance previously paid shall be recoverable by
the County as a debt due to the State and the County in
proportion to the amount of the assistance paid by each
respectively.
30. Recovery from the Estate. On the death of any
recipient the total amount of assistance paid under this
sub-title shall be allowed as a claim against the estate of
