of Baltimore City, created and existing under Article 88A of
the Annotated Code of Maryland as amended by Chapter
586 of the Acts of the General Assembly of Maryland of
1935, and any amendments thereto or supplements thereof.

"Applicant" means a person who has applied for public
assistance under this sub-title.

"Recipient" means any person who has received public
assistance under this sub-title.

"Public assistance" means money payments to blind per-
sons in need as provided for in this sub-title.

16. Duties of State Board. The State Board shall per-
form such duties as are imposed upon it by Article 88A of
the Annotated Code of Maryland as amended by Chapter
586 of the Acts of the General Assembly of Maryland of
1935, and any amendments thereto or supplements thereof.

17. Duties of the County Boards. The County Boards
shall perform such duties as are imposed upon them by
Article 88A of the Annotated Code of Maryland as amended
by Chapter 586 of the Acts of the General Assembly of
Maryland of 1935, and any amendments thereto or supple-
ments thereof.

18. Eligibility for Assistance to the Needy Blind. Public
assistance shall be given under this sub-title to any person
who

(a) Lost his eyesight while a resident of the State, or
shall have resided in the State for a period of five (5) years
during the nine (9) years immediately preceding the filing
of the application for public assistance, the last year of
which shall be continuous and immediately precede such
application.

(b) Has not sufficient income or other resources to pro-
vide a reasonable subsistence compatible with decency and
health.

(c) Is not an inmate of or being maintained by any
municipal, state, national or private institution at the time
of receiving public assistance. An inmate of an institution
may, however, make application for such assistance but
the assistance, if granted, shall not begin until after he
ceases to be an inmate.

(d) Has not made an assignment or transfer of prop-
erty so as to render himself eligible for public assistance
