the immediate preservation of the public health and safety,
and having been passed by an aye and nay vote support-
ed by three-fifths of the members elected to each House in
the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 145.

AN ACT to repeal Sections 15 to 23, both inclusive, of
Article 30 of the Annotated Code of Maryland (1935
Supplement), title "Deaf, Dumb and Blind, " sub-title
"Workshop and School for Blind, " and to enact
in lieu thereof Sections 15 to 35, both inclusive, to be
under sub-title "Public Assistance to the Needy Blind, "
said sections to follow Section 14 of said Article, estab-
lishing a State-wide system of public assistance for blind
persons in need, to be administered by the county wel-
fare boards and the Department of Welfare of Balti-
more City at the expense of said counties and city and
the State, under the supervision of the Board of State
Aid and Charities.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 15 to 23, both inclusive, of Arti-
cle 30 of the Annotated Code of Maryland (1935 Supple-
ment), title "Deaf, Dumb and Blind, " sub-title "Workshop
and School for Blind, " be and they are hereby repealed, and
that Sections 15 to 35, both inclusive, be and they are
hereby enacted in lieu thereof, to be under sub-title "Pub-
lic Assistance to the Needy Blind, " said sections to follow
immediately after Section 14 of said Article, and to read as
follows:

PUBLIC ASSISTANCE TO THE NEEDY BLIND.

15. Definitions. As used in this sub-title "State Board"
means the Board of State Aid and Charities, created under
Article 88A of the Annotated Code of Maryland as amended
by Chapter 586 of the Acts of the General Assembly of
Maryland of 1935, and any amendments thereto or sup-
plements thereof.

"County Board" means the County Welfare Board of the
several counties in this State or the Department of Welfare
