under this sub-title at any time within five (5) years im-
mediately prior to the filing of application pursuant to the
provisions of this sub-title.
(e) Is not because of his physical or mental condition
in need of continuing institutional care.
(f) Shall not during the period of receiving public as-
sistance solicit alms.
(g) Has no child or other person responsible under the
laws of this State for his or her support and able to support
him or her, provided that if such child or other person is
partially able to support the applicant, such partial sup-
port shall be taken into consideration in fixing the amount
of any public assistance that may be granted.
19. Ineligibility for Other Public Assistance. No per-
son receiving public assistance under this sub-title shall at
the same time receive any other public relief from the State
or from any agency thereof or political subdivision thereof,
except for temporary medical and surgical assistance.
20. Amount of Assistance. The amount of public as-
sistance which any recipient shall receive shall be deter-
mined by the County Board with due regard to the re-
sources and necessary expenditures of the individual and
the conditions existing in each case and in accordance with
the rules and regulations made by the State Board, and
shall be sufficient, when added to all other income and
support of the recipient, to provide him with a reasonable
subsistence compatible with decency and health, but shall
not in any case exceed a total of thirty dollars a month.
21. Application for Assistance to the Needy Blind. Ap-
plication for public assistance under this sub-title shall be
made to the County Board of the county in which the appli-
cant resides. The application shall be in writing or reduced
to writing in the manner and upon the form prescribed by
the County Board and shall be verified by the oath of the
applicant. Such application shall contain a statement of
the amount of property, both personal and real, in which
the applicant has an interest and of all income which he
may have at the time of the filing of the application, and
such other information as may be prescribed by the State
Board.
