construct, extend, replace, repair, operate, maintain, em-
bellish, develop, better or improve any public works project;
and to perform any such acts and to do any such things
under, through or by means of its officers, agents and em-
ployees by contracts with private corporations, firms or
individuals.

(g) To make contracts and execute such instruments
to contain such terms, provisions and conditions as in the
discretion of the governing body of such municipality may
be necessary, proper or advisable for the purpose of ob-
taining or securing grants, loans or other financial as-
sistance from any federal agency pursuant to any Act of
Congress; to make such other, further or different con-
tracts and to execute all instruments necessary or con-
venient in or for the furtherance of any public works
project, and to carry out and perform the terms and con-
ditions of any such contract or instrument.

(h) To enter on any lands, waters and premises for the
purpose of making surveys, soundings and examinations
in or for the furtherance of any public works project.

(i) To do all acts and things necessary or convenient
to carry out the powers expressly given in this Act and
to construct any public works project.

64C. All proceeds received from the sale of the bonds
of the municipality issued under this Act, and all taxes,
special assessments and other charges received by the
municipality in connection with any public works projects,
and any moneys received from any Federal agency shall
be paid to the Treasurer of the municipality. Such Treas-
urer shall not commingle any money received from any
Federal agencies with any other moneys, but said moneys
received from any Federal agency shall be deposited in a
separate bank account or accounts in the name of the mu-
nicipality. The governing body of the municipality may
by resolution provide that all deposits of moneys received
from the Federal agency shall, if required, by any contract
made with any Federal agency be secured by obligations
of the United States or of the State of Maryland of a
market value equal at all times to the amount of such de-
posits, and all banks and trust companies are authorized
to give such security for such deposits; and the governing
body of the municipality is hereby authorized to enter into
any contract with any Federal agency containing such re-
quirement and to enter into and to fully carry out and per-
