(d) To assess, levy and collect a special assessment on
a front foot basis on all property adjacent to such public
works project and fronting directly upon the same or upon
the street, thoroughfare or public property upon or in
which such public works project shall be constructed, such
assessment to be sufficient to pay, repay, or to reimburse
such municipality for not more than thirty-five per cent.
(35%) of the total net cost of such public works project
together with interest thereon. Such special assessment
shall be made by resolution of the governing body of the
municipality to be passed after such governing body shall
have held a public hearing with respect thereto, which
hearing shall be pursuant to a notice inserted in some
newspaper published in Calvert County at least ten days
before such hearing, and a like notice mailed to the owner
of each property to be affected thereby, postage prepaid,
and addressed to each such owner at Chesapeake Beach,
Maryland, and to such other address, if any, of such
owner as may appear on the books of the municipality. A
Certificate by the President or Mayor of the municipality
recorded among the minutes of the governing body thereof
that such notice has been so inserted and mailed, shall be
prima facie evidence of the facts so certified. Such special
assessment shall be payable either in a lump sum or in
such annual installments as the governing body of the mu-
nicipality shall determine. All deferred annual installments
shall bear interest from the date of levy at such rate of
interest not exceeding six per cent. (6%) as the governing
body shall determine. Such special assessments shall be-
come liens upon the property upon which the same are
special assessments shall be enforced to the same extent
levied from the date of levy, and the payment of such
and in the same manner as is or may hereafter be pro-
vided by law with respect to the enforcement of the pay-
ment of taxes levied by the municipality. Such special
assessments may be used for the purpose of paying for any
public works project or may be used for the purpose of
redeeming bonds to be issued under this Act as well as
interest thereon.

(e) To acquire by purchase, gift or by the exercise of
the power of eminent domain, and to hold or dispose of
any real or personal property or interest therein in con-
nection with any public works project subject to mortgages
or other liens or otherwise.
