form any other contract with a Federal agency respecting
the disposition of such tax receipts, special assessments,
the proceeds from the sale of bonds, the moneys received
from any Federal agency or other receipts of the munici-
pality.

64D. That the municipality may by resolution of its
governing body authorize:

(a) The construction of any public works projects;
(b) The letting of any contract in connection with any
public works project, and the execution thereof;

(c) The making of any agreements or contracts with
any Federal agency and the execution thereof;

(d) The issuance of bonds to finance any public works
project and the sale, execution and delivery thereof, and
any other matter in connection with the issuance of said
bonds or to secure the payment thereof.

(e) Any and all other Acts and things which such mu-
nicipality or any officer is empowered under this or any
other law to perform or do and not inconsistent with the
Constitution of Maryland.

64Ei. Any contract for the construction of any public
works project or part thereof may be awarded upon any
day at least five (5) days after at least one publication of
a notice requesting bids upon such contract inserted in a
newspaper published in Calvert County, and such other
notice if any as the governing body of the municipality may
determine to be desirable.

64F. Any public works project or projects executed
under the provisions of this Act may, in the sole discretion
of the governing body of the municipality, be undertaken
as a public works project wholly at the expense of the
municipality at large, notwithstanding the provisions of
any other law requiring a public works project to be under-
taken under such other law wholly or in part at the ex-
pense of the property especially benefitted thereby. When-
ever any such public works project or projects are to be
paid for in the manner provided in Section 64B, sub-sec-
tion (d) of this Act, by special assessments levied against
the property to be benefitted, the governing body of the
municipality may borrow sufficient funds in advance to
pay for such public works project or projects, and to issue
