Commission, " be and the same hereby is added to Article
89B of the 1935 Supplement to the Annotated Code of
Maryland (1924 Edition), title "State Roads, " as follows:
ALTERNATIVE CONSTRUCTION OF GEORGE WASH-
INGTON MEMORIAL BRIDGE BY STATE ROADS COM-
MISSION.
64P. Issuance of Bridge Revenue Bonds. The State
Roads Commission, upon acquisition by condemnation or
otherwise of the franchise granted to the George Wash-
ington Memorial Bridge Public Corporation by sections
64A to 640 of Article 89B of the Code of Public General
Laws of Maryland (1935 Supplement), is hereby author-
ized and empowered to construct, operate, and maintain a
toll bridge and approaches thereto over the Potomac River
from a point in Charles County at or near Ludlow's Ferry
to a point approximately opposite in the State of Virginia
near Dalghren and Colonial Beach, and to issue its bridge
revenue bonds, payable solely from revenues of the bridge,
to pay the cost of such bridge. The cost of such construc-
tion shall be paid solely from the proceeds of such bridge
revenue bonds and from any grant from the Federal Gov-
ernment or any agency thereof.
64Q. Definitions. As used in this sub-title, the follow-
ing words and terms shall have the following meanings:
(a) The word "Commission" shall mean the State
Roads Commission as now constituted, or, if said State
Roads Commission shall be abolished, any board or officer
succeeding to the principal functions thereof or upon whom
the powers given by this sub-title to said Commission shall
be otherwise given by law.
(b) The word "bridge" shall be deemed to include the
bridge and its approaches and also all property, rights,
easements, and franchises relating thereto and deemed
necessary or convenient for the construction or operation
thereof.
(c) The word "owner" shall include all individuals, in-
corporated companies, copartnerships, societies or associa-
tions having any title or interest in any property, rights,
easements or franchises authorized to be acquired by this
sub-title.
(d) The term "cost of the bridge" shall embrace the
cost of construction, the cost of all land, property, rights,
