the immediate preservation of the public health, safety and
welfare, and being passed by a yea and nay vote, supported
by three-fifths of all the members of the two Houses of
the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 114.

AN ACT to add a new sub-title "Alternative Construc-
tion of George Washington Memorial Bridge by State
Roads Commission, " containing new Sections 64P to
64EE, inclusive, to Article 89B of the 1935 Supplement
to the Annotated Code of Maryland (1924 Edition), title
"State Roads, " sub-title "George Washington Memorial
Bridge, " as said sections were enacted by Chapter 551 of
the Acts of the Regular Session of 1933, as amended and
supplemented by Chapter 34 of the Acts of the Extraor-
dinary Session of 1933 and by Chapter 535 of the Acts of
the Regular Session of 1935; providing for the construc-
tion, operation, and maintenance by the State Roads
Commission of a toll bridge and approaches thereto over
the Potomac River from a point in Charles County at or
near Ludlow's Ferry to a point approximately opposite
in the State of Virginia near Dalghren and Colonial
Beach; conferring powers and imposing duties on the
State Roads Commission, authorizing the acceptance of
a Federal grant and the issuance of its bridge revenue
bonds to pay the cost of said bridge and approaches, the
bonds to be payable from bridge earnings without obliga-
tion upon the State; making such bonds exempt
from taxation; providing for the collection of bridge
tolls for the payment of such bonds, and for the cost of
maintenance, operation and repair of the bridge; pre-
scribing conditions upon which such bridge shall become
free; providing that no debt of the State shall be in-
curred in the exercise of any of such powers; providing
for condemnation; and authorizing the issuance of bridge
revenue refunding bonds.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new sub-title, "Alternative Construction
of George Washington Memorial Bridge by State Roads
