298A. The Commissioners of Greensboro shall have
the power to pass ordinances and make by-laws pro-
viding for the rates, rents and charges for the use
and service of sewerage, drainage and water supply
systems, which rates, rents and charges are hereby
declared to be and made liens upon property used
or served by such sewerage, drainage or water supply
systems until paid, and the same shall be collectible as
other municipal taxes are now collectible in the town of
Greensboro, as prescribed by law.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 78.
AN ACT to authorize and direct the Police Commissioner
of Baltimore City to pay a pension to the widow of
Lieutenant Edgar Steinacker, a former member of the
Police Department of Baltimore City.

CHAPTER 79.
AN ACT to repeal and re-enact, with amendments, Sec-
tion 267F of Article 8 of the Code of Public Local Laws
of Maryland, title ''Cecil County, '" sub-title "Port De-
posit, " as said section was enacted by Chapter 246 of
the Acts of 1922, authorizing the President and Commis-
sioners of Port Deposit to use the proceeds from the
sale of bonds authorized by said Act, but not heretofore
issued, for the acquisition of land for flood control and
for wharves and for improvements in connection there-
with.
