SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Anne Arun-
del County be and they are hereby authorized to take over
and maintain the Joyce Road, sixteen feet wide, running
from the home of Dr. Joyce to Eugene Lazenby's entrance
on the Severn in the Third Election District.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 75.

AN ACT to repeal and re-enact with amendments, Section
273 of Article 56 of Flack's Annotated Code of Mary-
land, 1935 Supplement, title "Licenses, " sub-title "Dog-
Licenses in the Counties, " exempting the City of Cam-
bridge from the provisions of said sub-title.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 273 of Article 56 of Flack's Anno-
tated Code of Maryland, 1935 Supplement, title "Licenses, "
sub-title "Dog Licenses in the Counties, " relating to the
penalties for the violation of the provisions of said sub-
title, be, and the same is hereby repealed and re-enacted to
read as follows:

273. Any person violating or refusing to comply with
any of the provisions of this sub-title shall be guilty of a
misdemeanor, and upon conviction thereof before any Jus-
tice of the Peace of the county in which he resides, or in
the Circuit Court of said county, shall be fined a sum of
not less than five dollars nor more than twenty-five dollars
or shall be imprisoned in the county jail for not more than
thirty days, or shall be both fined and imprisoned in the
discretion of the court. It shall be the duty of the State's
Attorney, the Sheriff and the constables of the several
counties of the State to prosecute all persons found violat-
