south side of Washington Avenue in said town; said road-
ways, gutters, curbing and sidewalks to be laid and con-
structed of such material as the said Mayor and Common
Council may decide upon.

SEC. 2. Be it further enacted, That the Mayor and
Common Council of Riverdale be, and they are hereby di-
rected to borrow money on the faith and credit of said
Mayor and Common Council, and issue therefore and as
evidence thereof, bonds or other evidences of indebted-
ness, upon such terms and conditions as the Mayor and
Common Council of Riverdale may designate, the interest
not to exceed 6 per cent per annum. The proceeds arising
from the sale of any bonds or from any money so borrowed
shall be used exclusively for the purpose of laying the road
beds, gutters, curbs and sidewalks as provided in Section
1 hereof, and no part of the same shall be used for any
other purpose whatsoever. The Treasurer of the said town
is charged with the custody of any moneys received from
the issue and sale of said bonds or other evidences of in-
debtedness as mentioned above and shall be charged with
the prompt collection of the moneys derived from assess-
ments for sidewalks, curbs, gutters and roadbeds and he
shall be charged with the safe keeping thereof and said
funds shall be kept as a separate account and said fund
and no part thereof shall ever be used for any purpose other
than to liquidate the said bonds or other evidences of in-
debtedness. The Treasurer of the said Town shall be bond-
ed in an amountx equal to the amount of money borrowed
by the town, the cost of said bond to be paid for by him and
he to be allowed a commission not to exceed two (2) per
centum of the amount assessed against the abutting prop-
erty owners for the improvement hereinbefore set forth.

SEC. 3. The Mayor and Common Council are hereby au-
thorized to build such roadways, gutters, curbs and side-
walks in accordance with the previous section and the
Mayor and Common Council shall invite proposals for such
work by advertising for two successive weeks in some news-
paper having circulation in Riverdale, the cost for said
advertising to be paid out of the fund provided by this
Act, and the said Mayor and Common Council shall in all
cases, award the contract for such work, to the lowest
responsible bidder therefor, reserving at all times the right
to reject any and all bids received. All contractors for such
street improvements shall give bond in such sum as the
