Dear Mr. Speaker:

I beg to transmit herewith Proclamation convening the General
Assembly of Maryland in Extraordinary Session at Annapolis,
Maryland, Saturday, December 17th, at 11:00 A.M., Nineteen Hun-
dred and Forty-nine.

STATE OF MARYLAND

EXECUTIVE DEPARTMENT

PROCLAMATION OF THE GOVERNOR OF MARYLAND CON-
VENING THE GENERAL ASSEMBLY OF MARYLAND IN
EXTRAORDINARY SESSION AT ANNAPOLIS, MARY-
LAND, SATURDAY, DECEMBER 17, 1949, at 11 A. M.

WHEREAS, a clerical error in compilation of the Journal of Pro-
ceedings of the regular session of the General Assembly of 1949
invalidated an Act creating a $50,000,000 loan fund for construc-
tion of public schools throughout the State; and

WHEREAS, this invalidation of the loan Act will, unless immedi-
ate steps are taken to reenact the measure, result in a delay in
classroom construction urgently needed to accommodate a growing
school population; and

WHEREAS, for the aforegoing reason, an emergency exists which
requires a special or extraordinary session of the General Assembly
of Maryland, and justifies and makes it the duty of the Governor
