School for the Blind, to provide generally for the issue and sale of
certificates of indebtedness evidencing such loan and to levy taxes to
pay the interest on and principal of said debt."

House Bill No. 2—By Mr. Luber:

A Bill entitled "An Act to repeal and re-enact, with, amendments,
Section 289 of Article 4 of the Code of Public Local Laws of Mary-
land and Baltimore City Charter (1949 Edition), title 'Baltimore
City', sub-title 'Orphans' Court', as said section was amended by
Chapter 599 of the Acts of 1949, relating to the compensation of the
bailiffs of the Orphans' Court of Baltimore City."

Which was read the first time and referred to the Committee on
Finance.

House Bill No. 3—By the Speaker:

A Bill entitled "An Act making an emergency appropriation to the
Board of Public Works to be used by said Board in supplementing
appropriations made in the budget for the fiscal year ending June
30, 1950, to the State Department of Public Welfare for an emer-
gency program of General Public Assistance, said appropriation to
be expended only upon a matching basis and to authorize the several
Counties and the Mayor and City Council of Baltimore, as the case
may be, to levy such tax or borrow such money as may be necessary
to match available State funds."

Which was read the first time and referred to the Committee on
Finance.

At 4:40 o'clock P. M., on motion of Senator Sothoron, the Senate
took a recess until 5:00 o'clock P. M.

At 5:00 o'clock P. M. the Senate resumed its session.
