a joint committee of five members, three to be appointed upon the
part of the House and two upon the part of the Senate, to wait
upon the Governor and inform him that the General Assembly is
now prepared to receive any communication which he may desire to
make.

We concur in your proposal for the appointment of a joint com-
mittee of five members and have appointed on the part of the Senate,
Senators Sothoron and Kimble.

We also desire to inform you that the Senate is organized, the
Honorable Joseph R. Byrnes having been elected President and
C. Andrew Shaab having been elected Secretary of the Senate.

INTRODUCTION OF RESOLUTION.

RESOLUTION
By the President:

Resolution to invite Dr. Clifton T. Perkins to accept the position
of Commissioner of Mental Hygiene of the State of Maryland.

WHEREAS, the important post of Commissioner of Mental Hy-
giene of Maryland has been offered to Dr. Clifton T. Perkins, the
Commissioner of Mental Health of the State of Massachusetts, and

WHEREAS, Dr. Perkins is a psychiatrist of broad experience,
excellent training and an outstanding hospital administrator of
nation-wide reputation, and

WHEREAS, he was selected for appointment to this position after
a painstaking search by Governor William Preston Lane, Jr.,
among qualified men to head up the reorganization of Maryland's
mental hospitals, and

WHEREAS, the end result of this painstaking search has put
Maryland in the position of taking the leadership in the field of
mental hygiene in the United States; now therefore be it

Resolved by the Senate of Maryland, That the Senate join with
Governor William Preston Lane, Jr. in the invitation to this out-
standing psychiatrist and hospital administrator to assume the
office of Commissioner of Mental Hygiene of the State of Mary-
land; and be it further

Resolved, That the Secretary of the Senate be and he is hereby
directed to send a copy of this Resolution to Dr. Clifton T. Perkins.

Which was read and upon motion of Senator Sothoron was
adopted.
