Journal entries during the 1939 session, when the search-and-
seizure law was amended, fail to bear out in all detail the pro-
visions of the amended measure which was signed and became law.

The bill which will be presented for your consideration does not
in any detail deviate from the law now on the books and, if there
is any disposition on the part of the General Assembly to re-examine
the provisions of this statute, I earnestly recommend that consid-
eration on it be deferred until the regular session.

Again, let me say that I regret exceedingly the necessity for
calling you back to Annapolis on the eve of the holiday season, and
I hope that you have not been too greatly inconvenienced by this
extraordinary session.

MESSAGE TO THE SENATE.

HOUSE OF DELEGATES.

ANNAPOLIS, MD., December 17, 1949
Gentlemen of the Senate:

The House of Delegates, pursuant to the Governor's proclamation,
has met in special session and having organized by the election of
the Honorable C. Ferdinand Sybert as Speaker, and F. Byrne
Austin as Chief Clerk, is now ready to proceed with the business of
the session.

We respectfully propose, with your concurrence, the appointment
of a joint committee of five members, three to be appointed upon the
part of the House and two upon the part of the Senate, to wait
upon the Governor and inform him that the General Assembly is
now organized and prepared to receive any communications he may
desire to make. We have appointed upon the part of the House
Messrs. Sklar, Malkus and Barnes.
