House Bill No. 6—By Mr. O'Dunne (By Request) :
A Bill entitled "An Act to add a new sub-section to Section 6 of
Article 4 of the Code of Public Local Laws of Maryland and Balti-
more City Charter (1938 Edition), title 'Baltimore City', sub-title
'General Powers', sub-heading 'Taxes', as said section and Charter was
amended by Chapter 548 of the Laws of Maryland, 1945, authorizing
the Mayor and City Council of Baltimore to have and exercise
within the limits of Baltimore City the power to tax to the same
extent as the State has or could exercise said power within the
limits of said City, and providing that if an income tax is imposed
by the Mayor and City Council of Baltimore under the authority
of this Act, the State Comptroller shall collect and pay oyer the
same to the Mayor and City Council of Baltimore.''

INTRODUCTION OF RESOLUTIONS.
HOUSE RESOLUTION.
By Mr. Rubenstein:
WHEREAS, as a result of the Second World War and the persecu-
tion of minorities by the Nazi regime, there are today, in Europe
about one hundred thousand displaced Jews, for whom . all ties
of home, family and friends have been torn away; and
WHEREAS, in Palestine, there is today ample space for the settle-
ment of this group, where there is provision for their social and
economic adjustment; and
WHEREAS, the British Government is considering relaxation of
immigration laws in Palestine to permit the entry of this group;
now; therefore, be it
Resolved, That the House of Delegates of Maryland does hereby
urge the British Government to permit the entry of approximately
one hundred thousand Jews into Palestine; and be it further
Resolved, That a copy of this Resolution be spread upon the Jour-
nal of this House and that the Chief Clerk of this House be and
he is hereby instructed to send copies of this Resolution to Prime
Minister Clement E. Atlee; Lord Halifax, British Ambassador to
the United States; President Harry S. Truman; Honorable Joseph
R. Byrnes, Secretary of State; and to all the members of the Mary-
land Delegation in Congress.
