benefits of the Merit Rating provisions, and providing for a re-deter-
mination of the contribution rate of certain employers on and
after October 1, 1945, and providing that this Act shall not operate
to discharge any liability or obligation due or existing on Septem-
ber 30, 1945."

House Bill No. 3—By Mr. White (Speaker) :
A Bill entitled "An Act to authorize the Mayor and City Council
of Cumberland, Maryland, to borrow the sum of Two Hundred Fifty
Thousand ($250,000.00) Dollars, and to issue coupon bonds for
payment of the same, to be known as 'Water Improvement Bonds
of 1945;, and to sell the same and to use the proceeds thereof for
the purpose of paying expenses incident to the construction of an
auxiliary water line and other improvements from Lake Gordon
to the City of Cumberland, and to provide for the payment of said
bonds and the interest thereon."

A Bill entitled "An Act to add a new sub-section to Section 6 of
Article 4 of the Code of Public Local Laws of Maryland and Balti-
more City Charter (1938 Edition), title 'Baltimore City', sub-title
'General Powers', sub-heading 'Taxes', as said section and Charter was
amended by Chapter 548 of the Laws of Maryland, 1945, authorizing
the Mayor and City Council of Baltimore to have and exercise
within the limits of Baltimore City the power to tax to the same
extent as the State has or could exercise said power within the
limits of said City and providing that if an income tax is imposed
by the Mayor and City Council, of Baltimore under the authority
of this Act, the State Comptroller shall collect and pay over the
same to the Mayor and City Council of Baltimore."
