Senate Bill No. 7—By Senator Warfield:
A Bill entitled "An Act to authorize the County Commissioners
of Howard County, in their discretion, to borrow $310,000 upon
the faith and credit of said County for the construction and equip-
ping of an elementary school at Elkridge, for the construction and
equipping of an elementary and high school for colored children
at or near Ellicott City, for the construction and equipping of an
addition to the West Friendship School, for the construction and
equipping of an auditorium and cafeteria at the Savage Elementary
School, for the construction and equipping of an agricultural shop
at Lisbon High School, and for the purchase of any land necessary
therefor; to issue bonds therefor, and to levy taxes to pay the prin-
cipal and interest of such bonds."

A Bill entitled "An Act to add a new sub-section to Section 6 of
Article 4 of the Code of Public Local Laws of Maryland and Balti-
more City Charter (1938 Edition), title 'Baltimore City', sub-title
'General Powers', sub-heading 'Taxes', as said section and Charter was
amended by Chapter 548 of the Laws of Maryland, 1945, authorizing
the Mayor and City Council, of Baltimore to have and exercise
within the limits of Baltimore City the power to tax to the same
extent as the State has', or. could exercise said power within the
f limits of said City and providing that if an income tax is imposed
by the Mayor and City Council of Baltimore under the authority
of this Act, the State Comptroller shall collect and pay over the
same to the Mayor and City Council of Baltimore."
