SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Chapter 713 of the Acts of the General Assembly of
Maryland of 1943 be and it is hereby repealed and that the
provisions of the Charter of the Town of Somerset, Montgomery
County, shall continne in effect as if said Chapter 713 had not
been approved.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 6.

(Senate Bill No. 12)

AN ACT providing for the payment of compensation to certain
salaried State employees receiving annual salaries of less
than Three Thousand Dollars ($3,000) per year, and to cer-
tain other employees of the State Roads Commission, the
Unemployment Compensation Board, and the offices of the
Registers of Wills and Clerks of the Court, and providing
for the payment of such compensation by emergency appro-
priations from surplus funds of the State during the fiscal
years ending June 30, 1944, and June 30, 1945, or either of
them, and from certain Special Funds, and from State
Roads Commission funds.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That every salaried State employee, receiving an annual
regular salary of less than Three Thousand Dollars, ($3,000)
on July 1, 1944, shall receive, in addition to his said regular
salary, the payment of One Hundred and Eighty Dollars
($180) from funds hereinafter appropriated and designated
for that purpose. Said additional compensation of One Hun-
dred and Eighty Dollars ($180) shall be made in three install-
ments of sixty dollars ($60.00) each on July 1, 1944, October
1, 1944, and January 1, 1945; provided, however, that such
payments shall only be paid to those State employees who are
actually employed in such capacities at the times such pay-
