SEC. 4. And be it further enacted, That the additional pay-
ments provided under this Act shall not be liable for any
contributions to any pension or retirement system.
SEC. 5. And be it further enacted, That there is hereby
appropriated from any funds in the General Surplus Account
of the State Treasury in the fiscal years ending June 30,
1944, and June 30, 1945, whatever sum or sums may be
required to meet the payments herein provided to be made
by the State of Maryland, but the total of such funds so
appropriated shall not exceed the sum of $1,530,000, and the
appropriation of said funds is declared to be an emergency
appropriation and may be made wholly from the aforesaid
surplus funds available in either of said fiscal years, or partly
from the surplus funds available in one and partly from the
surplus funds1 available in the other of said fiscal years, but
the total of the funds in both fiscal years shall not exceed
the sum of $1,530,000. The State Comptroller and State
Treasurer are hereby authorized to make the disbursements
provided for in this Act from the funds hereby appropriated,
in accordance with the terms and provisions of this Act and
in the usual manner prescribed for the disbursement of Public
School funds.
SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

AN ACT to repeal and re-enact, with amendments, Section 77A
of Article 2B of the Annotated Code of Maryland (1943
Supplement), title "Alcoholic Beverages", sub-title "County
Dispensaries", providing that the dispensaries established
by the Liquor Control Board of Kent County shall be the
sole and exclusive agencies for the sale of all alcoholic
beverages, except beer, in Kent County, increasing the
amount of money which may be advanced or borrowed for
