For the purposes of this Act any County or Baltimore City
which has already provided for payments of $60, or any part
thereof, for each teacher, to be used in continuing beyond May
1, 1944, the monthly additional payments provided by Chapter
739 of the Acts of 1943, shall be deemed to have complied with
the provisions of this Act requiring a County or Baltimore
City to provide additional compensation of $60 per teacher to
the extent of the amount so provided.

SEC. 2. And be it further enacted, That the compensation
provided for said teachers in Section 1 of this Act shall be
made in twelve installments of $20 per school month, beginning
May 1, 1944, and continuing up to June 30, 1945, but excluding
the months of July and August, 1944, provided such total
payments shall be not less than $240, and the total annual con-
tractual salary, including such payments but excluding all
payments made to any teacher under the provisions of Chapter
739 of the Acts of 1943 of the General Assembly of Maryland
shall not exceed $3,000. Nor shall any extra compensation
now being paid to such teachers be included in determining the
annual contractual salaries of such teachers under this Act
or under the aforesaid Chapter 739 of the Acts of 1943. Any
teacher employed subsequent to May 1, 1944, shall be paid
such payments of $20 per school month for each school month
of his employment up to June 30, 1945. All the aforesaid
payments shall only be paid to such teachers who are
actually employed as teachers at the time such payments are
due, and if any teacher's annual contractual salary plus the
payments herein provided for would amount to more than
$3,000 in any school year, he shall receive only that portion of
said payments which, when added to his annual contractual
salary, gives him a total amount of $3,000.

SEC. 3. And be it further enacted, That the Board of Public
Works is hereby authorized and directed to agree with the
County Commissioners of each County and with the Mayor
and City Council of Baltimore, the times at which the pay-
ments herein provided for shall be paid, respectively, by the
State and by each County and by the City of Baltimore, and
said Board of Public Works is authorized to provide that
the State's payments shall be made partly during the fiscal
year ending June 30, 1944, and partly during the fiscal year
ending June 30, 1945, or to provide that all such payments
be made by the State in the fiscal year ending June 30, 1945,
such matters to be determined by whatever agreements are
entered into between said Board of Public Works and the
respective Boards of County Commissioners and the Mayor
and City Council of Baltimore.
