all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 3.
(Senate Bill No. 3)
AN ACT to provide for the payment of compensation to
teachers and other persons employed in the public school
system of the State, receiving regular annual salaries of
less than f 3,000 per year, under certain conditions, and pro-
viding for the payment of such compensation by emergency
appropriations from any funds in the General Surplus
Account in the State Treasury during the fiscal year ending
June 30, 1944, and June 30, 1945, and by certain sums
to be provided by each County and by Baltimore City.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That every teacher (including supervisors, principals
and attendance officers) employed in the public school system
of this State, receiving a regular annual salary of less than
f 3,000 on May 1, 1944, shall receive, in addition to such regular
salary, compensation of $180, or part thereof, as hereinafter
provided, from funds hereinafter appropriated for that pur-
pose, if and only if the County in which any such teacher is
employed, or Baltimore City if such teacher is employed in
said City, shall, on or before May 1, 1944, provide or agree
to provide additional compensation of $60 for each such
teacher or such proportionate amount thereof as any such
teacher employed by it may be entitled to, as hereinafter pro-
vided. Should any such County or Baltimore City, because
of lack of funds, or the inability to levy the same, because
of the date on which its annual levy is made, be unable to
provide said $60 or proportionate part thereof for each such
teacher, on or prior to May 1, 1944, the State shall neverthe-
less make its payments as herein provided for, provided the
County Commissioners of any such County or the Mayor and
City Council of Baltimore City, as the case may be, shall,
by an appropriate Resolution, pledge the County or Baltimore
City, as the case may be, to provide for said appropriation
in its next annual levy, and any such Resolution shall be
binding on and enforceable against any such County or Balti-
more City.
