governed by the provisions of said Chapter, and shall be treated
and honored by said Boards accordingly, provided said applica-
tions do not specifically state that they are applications for a
ballot for the Primary Election of May 1, 1944.

SEC. 2. And be it further enacted, That a new section be
and the same is hereby added to Article 33 of the Annotated
Code of Maryland (1939 Edition), title "Elections", sub-title
"Voting by Mail", to follow immediately after Section 305 of
said Article and to be known as Section 305A, said new
section to read as follows:

305A. Notwithstanding any provisions of Section 305 of
Article 33 of of the Annotated Code of Maryland (1939 Edi-
tion), as amended by Chapter 760 of the Acts of 1943, and
any other election law of the State to the contrary, all Certifi-
cates of Candidacy for Nomination for all offices, except the
office of President of the United States, to be voted upon at
the Primary Election, to be held May 1, 1944, shall be filed
with the Secretary of State at least 45 days prior to the date
of such Primary, and, immediately upon the receipt thereof,
said Secretary shall certify to the Supervisors of Elections
of each county within which any of the voters may by law vote
for candidates for such office, the name and description of each
person who is a candidate for such office, as specified on the
Certificates of Candidacy filed with the Secretary of State,
and shall certify the same to the Supervisors of Elections of
Baltimore City if any of the voters of said City may by law
vote for candidates for such office.

All Certificates of Candidacy for Nomination as Delegates to
State Conventions to be held prior to the General Election of
November 7, 1944, shall be filed with the appropriate Boards
of Supervisors of Elections at least 45 days prior to May 1,
1944.

Ballots for said Primary of May 1, 1944, shall be printed and
available for distribution by the several Boards of Super-
visors of Elections at least 35 days before the day of said
Primary.

SEC. 3. And be it further enacted. That Sections 305A and
307, as hereby enacted, shall expire May 31, 1944.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and, being
passed upon a yea and nay vote, supported by three-fifths of
