to provide for the construction, maintenance, operation, pur-
chase or condemnation of water supply, sewerage and storm
water drainage systems; to provide for the levy of taxes, assess-
ments and benefits, water and sewer rates, for the payment of
said bonds, and the operation, maintenance, regulation and
control of said systems; to provide penalties for the violation
of the provisions of this Act; and directing that the question
as to the issuance of said bonds shall be submitted to the
qualified voters of the City of Salisbury, " be, and the same
are hereby repealed and re-enacted, with amendments, to read
as follows:
2. The Mayor and Council of Salisbury, who has succeeded
to all of the rights, duties and obligations of the Salisbury
Water and Sewer Commission created by said Chapter 494 of
the Acts of the General Assembly of Maryland of 1924, shall
publish annually in one or more newspapers published in the
City of Salisbury a full and true account of its receipts, ex-
penses and expenditures in connection with the construction
maintenance and operation of the water and sewer systems of
the City of Salisbury and prior to the publication thereof the
accounts of said Mayor and Council of Salisbury in connection
therewith shall be audited by a public accountant, to be em-
ployed by said Mayor and Council of Salisbury.
15. That for the purpose of providing funds for main-
taining, repairing and operating its water supply, sewer-
age and drainage systems, including overhead expense and
proper depreciation allowance, the Mayor and Council of
Salisbury shall be empowered and directed to make such
service rates as it may deem necessary, chargeable against
all properties having a connection with any water pipe
under its ownership. Said rates shall be uniform throughout
the City of Salisbury, but subject to change from time to time
as necessary. Bills for the amount of the charges shall be sent
quarterly or semi-annually, as the Mayor and Council of Salis-
bury may determine, to each property served, and shall be
thereupon payable at the office of the Mayor and Council of
Salisbury; and if any bill shall remain unpaid after thirty
days from date of sending, the Mayor and Council of Salis-
bury shall, after written notice, turn off the water from the
property in question, and it shall not be turned on again until
said bill shall have been paid. All such service rates shall be
liens against the property to which such water may be fur-
