Council shall hold a public hearing thereon and shall give
thirty days' notice of the time and place thereof in two news-
papers of general circulation respectively in the county in
which the property is located, and during said thirty days the
text or copy of the text of the regulations, together with the
map or maps forming part of or referred to in the regulations
shall be on file for public examination in the office of the clerks
of the County Commissioners of said County. The cost of
advertising in connection with publication of proposed changes
in the zoning regulations or maps shall be paid by the persons
or corporations making application for such changes.

25. That no building or other structure shall be erected
in the District without the issuance of a building permit and
no such permit shall be given except in conformity with the
zoning ordinances enacted by the respective District Coun-
cils. Before construction shall begin all building permits shall
be approved as to zoning requirements by this Commission,
The beginning of any construction whatsoever of a building
or other structure within the District without securing, the
approval of the building permit by this Commission as herein
provided, is hereby declared a misdemeanor and punishable
as other misdemeanors are punishable under Section 18 of
this Act. In any part of the District in which there does not
now exist provision of law or ordinance designating an admin-
istrative official by whom building permits are to be issued, the
District Councils shall designate such official,

28. That the erection or use of any building or other
structure or of premises in violation of this Act or of zoning
regulations enacted in pursuance hereof, except as modified
or interpreted by the Boards of Zoning Appeals, in accordance
with the provisions of this Act, is hereby declared to, be a

misdemeanor. The issuance of any building permit in viola-
tion of the provisions of this Act is hereby declared to be a
misdemeanor.

The Board of County Commissioners of either of said
counties, the Commission, any public official of any munici-
pality or political sub-division within the District or any
property owner within the District, may bring action in any
court of competent jurisdiction to restrain or enjoin the erec-
tion or use of any building or structure or premises in viola-
tion of the provisions of this Act or of the regulations enacted
pursuant thereto, and any such court is hereby granted juris-
