provided, the said Commissioners shall pass an Ordinance set-
ting forth the purpose for which said bonds are to be issued,
the amount thereof and denomination, the rate of interest they
are to bear and the time and manner in which they are to be
paid.

SEC. 3. And be it further enacted, That such Ordinance re-
ferred to in the preceding sections shall be submitted to the
legal voters of said town for the purpose of ascertaining
whether the majority of those voting shall give their assent
thereto, and the said Commissioners shall give notice of the
special election to be held for that purpose by publication in
the "Harford Democrat" or some other newspaper published
in said town, and if there be no newspaper published in said
town, then in some newspaper published in Harford County,
for at least twenty (20) days before said election, and shall
appoint the judges of said election and shall cause a copy of
the Ordinance to be posted at the polling place and other public
places in said town.

SEC. 4. And be it further enacted, That the said Ordinance
shall be passed upon by the legal qualified voters of said town
in the form and manner prescribed in the charter of said
Town of Aberdeen in Section 19 of Article 13 of the Public
Local Laws of Maryland, title "Harford County, " sub-title
"Aberdeen. "

SEC. 5. And be it further enacted, That the authority con-
ferred by this Act authorizing the Commissioners of Aberdeen
to borrow a sum not to exceed Thirty-five Thousand Dollars
($35, 000) in the manner set forth in the four (4) preceding
sections is granted in addition to the authority heretofore given
said Commissioners, and the money obtained from the sale of
said bonds shall be used to provide for the construction and
completion of a building in which to house the fire and police
departments of the said Town of Aberdeen, and the offices of
the Treasurer and Commissioners of said town, for general
municipal uses and for public meetings, and to acquire a suit-
able site for said building within the limits of the said Town
of Aberdeen; and the Commissioners of Aberdeen may levy
in each and every year upon all property liable to taxation in
the Town of Aberdeen, a tax not exceeding twenty-five cents
(25c) on the $100. 00 worth of assessable property in addition
to the rate of tax heretofore authorized.
