of new public school buildings and the purchase of land nec-
essary therefor, and the permanent improvement of old public
school buildings in said county, said payments to be made by
the County Treasurer upon the order of the County Commis-
sioners of Baltimore County from time to time, which orders
shall be issued upon orders of the Board of Education of Bal-
timore County, said funds to be used exclusively for school pur-
poses as above designated. The said County Commissioners
of Baltimore County shall annually report the receipts and
expenditures of money received from the proceeds of sale of
the bonds aforesaid.

SEC. 5. And be it further enacted, That for the purpose of
redeeming said bonds at their maturity and for the purpose of
securing the prompt payment of the interest coupons, the said
County Commissioners of Baltimore County, shall for the
year 1930, and annually thereafter until the maturity of the
last of said bonds issued under the authority of this Act, levy
a tax upon the assessable property of said county sufficient to
pay the annual interest on all of said bonds that may be out-
standing, as said interest becomes due and payable, and also
in addition thereto the said County Commissioners of Balti-
more County shall for the year 1930 and annually thereafter
levy a tax upon the assessable property in said county sufficient
to pay and retire all of said bonds as they shall mature.

SEC. 6. And be it further enacted, That no purchaser of
of any of the bonds authorized by this Act and no holder there-
of, for value and in good faith, shall be bound to see to the ap-
plication of purchase money of said bonds, and the rights of
holders of said bonds to receive payment of the principal and
interest thereon shall not be affected by the failure of either
the Board of Education of Baltimore County or the County
Commissioners of Baltimore County, or their officers or agents,
to do acts required of them by the terms of this Act, in connec-
tion with the erection and equipment of new public school
buildings and the purchase of land necessary therefor, and the
permanent improvement of old public school buildings in said
county, as provided for by this Act.

SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immedi-
ate preservation of public health and safety, and being passed
