WHEREAS, Facilities then available for the proper education
of said children and for housing them in safe and sanitary
modern school houses were inadequate, and
WHEREAS,, The proceeds of the $550, 000 general Montgom-
ery County school bond issue, authorized by the 1927 Session
of the General Assembly had been expended as therein author-
ized and the proceeds thereof had proven inadequate to meet
the pressing needs for additional school facilities for the fall
term of 1928; and
WHEREAS, In order to meet the existing and present needs
of the school system of the county, the Board of Education
and the Board of County Commissioners of Montgomery
County (under authorization enacted by the 1927 Session of
the Maryland General Assembly to temporarily finance emer-
gency construction necessary for the protection of the health,
morals, safety and welfare of the county, and under the gen-
eral authorization of the Board of County Commissioners to
borrow money for the temporary needs of the county govern-
ment on the faith and credit of Montgomery County between
the levy periods, and acting upon the written assurance to the
Board of County Commissioners and to the Board of Educa-
tion by the then duly elected State Senator and of the four
members of the House of Delegates from Montgomery County,
that these members of the General Assembly would support a
refinancing General County Bond Issue both to liquidate the
temporary financing of the 1928 school construction program
in Montgomery County, and to complete such program of school
construction), have authorized the construction of certain
schools, the purchase of equipment therefor, and the purchase
of certain school sites, and for the purpose of paying for said
construction, equipment and school sites, and have arranged
to finance the same until such time as funds might be made
available by the issuance of bonds by the said Board of County
Commissioners of Montgomery County, under the authoriza-
tion of the Maryland General Assembly at its 1929 Session;
therefore,
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Board of County Commissioners of Mont-
gomery County, be and they are hereby authorized and em-
powered to issue serial coupon bonds on the faith and credit
of said county, to the amount of Four Hundred Seventy-five
Thousand ($475, 000) Dollars par value, said bonds to be is-
