610 LAWS OF MARYLAND. [CH. 222

folio 44, one of the Incorporation Records of Allegany Coun-
ty, Maryland, as subsequently amended by Chapter 190 of
the Acts of the General Assembly of Maryland of 1890 and
Chapter 319 of the Acts of the General Assembly of Mary-
land of 1892, to sell all its property and assets and convert
the same into cash or other securities and to give, assign and
transfer said cash or other securities to the Board of Gov-
ernors of the Memorial Hospital of Cumberland, for its
corporate purposes, as created by Chapter... of the Acts
of the General Assembly of Maryland of 1929, and/or
to give, grant and convey all of its said property and as-
sets to said Board of Governors of the Memorial Hospital
of Cumberland, for its corporate purposes, providing for
the dissolution of the said Home and Infirmary of West-
ern Maryland in the City of Cumberland and declaring
this Act an emergency law.

WHEREAS, The said Home and Infirmary of Western Mary-
land in the City of Cumberland was incorporated and or-
ganized, as set forth in the title to this Act, and has since
conducted, and is now conducting, a general hospital in the
City of Cumberland; and

WHEREAS, The Memorial Hospital of the City of Cumber-
land, Maryland, was authorized to be erected and constructed
by Chapter 411 of the Acts of the General Assembly of
Maryland of 1927, and has since been erected and is about
ready for occupancy and use; and

WHEREAS, It was the desire of the Legislature, and of the
Mayor and City Council of Cumberland, as well as the Board
of Directors of the Home and Infirmary of Western Mary-
land in the City of Cumberland, at the passage of Chapter
411 of the Acts of 1927, to erect, construct and maintain
a new and modern hospital, suitable for the present necessi-
ties and requirements of the City of Cumberland, to continue
the work and take the place of the said Home and Infirmary
of Western Maryland in the City of Cumberland, which has
become inadequate and insufficient to provide for the proper
hospital needs of the citizens of Cumberland and vicinity; and

WHEREAS, It is for the public welfare and interest that
said two hospitals should be consolidated and amalgamated;
