County and comprehensive reports of the activities of said
Commission shall be published from time to time.

SEC. 9. And be it further enacted, That the said Building
Commission is hereby given full and ample power to pur-
chase sites, to make contracts, and enforce the execution of
the same, to employ architects and workmen when necessary,
to purchase materials, and generally to do any and all things
under sound and customary business practice necessary in car-
rying out the provisions of this Act or incident thereto or
a consequence thereof. And its conclusions as to the expendi-
ture of the funds herein provided in the manner herein speci-
fied shall be binding upon the Board of Education of Anne
Arundel County. Provided, in each and every case the con-
tract shall be awarded to the lowest responsible bidder and
after competitive bidding in usual course. The contract to
be further secured by a bond with corporate security ap-
proved by the Board of Education of Anne Arundel County.
The said Building Commission shall have the right, however,
to reject any and all bids and to call for readvertisement, in
its discretion, subject to the provisions of this Act, And pro-
vided further, that the funds herein enumerated and for the
specific purposes herein outlined shall be expended as herein
set forth and for no other purposes.

SEC. 10. And be it further enacted, That the provisions
of this Act shall be construed as additional and supplementary
to and not in substitution for or in conflict with any of the
provisions of the general laws of this State relating to pub-
lic schools, and the powers of the State Superintendent of
Schools, in regard to the plans, construction and erection of
public school buildings.

SEC. 11. And be it further enacted, That this Act shall
take effect June 1, 1929.
