CHAPTER 176.
AN ACT to authorize the Governor of Maryland to appoint a
Commission to investigate the subject of higher education
in this State, including therein the University Hospital, and
to recommend to the Governor and the Legislature of 1931
a general State plan or program with respect thereto covering
such future period of years as the Commission deems proper
to provide for.

CHAPTER 177.
AN ACT to repeal and re-enact with amendments Section 40
of Article 99 of the Annotated Code of Maryland, title
"Water Fowl—Birds and Game, " sub-title "Water Fowl
and Migratory Birds. Use of Boats Prohibited. Blinds, "
as said Article was enacted by Chapter 568 of the Acts of
1927, exempting Talbot County from the requirement to
remove brush from blinds.

CHAPTER 178.
AN ACT to revive the Charter of the Ellicott City Water
Company and to enable it to continue business as a corpo-
ration of the State of Maryland upon the payment of its
franchise taxes due by it to the State of Maryland.
WHEREAS, The Ellicott City Water Company, a corporation
organized and doing business under the laws of the State of
Maryland, did through inadvertance neglect to make payment
of the franchise taxes due the State of Maryland for the years
1917, 1918, 1919 and 1920; and
WHEREAS, the Governor of Maryland did under and by vir-
tue of the authority vested in him by law, by proclamation
bearing date of March 17th, 1921, declare the charter of
said corporation null and void; and
