that if for any reason said notice shall not be given, or not
given in the manner described, it shall not invalidate this
Act or prevent its taking effect. The laws in force for the con-
ducting of elections at the time of said election, and the pro-
visions of the Corrupt Practices Act shall apply in all par-
ticulars to the election held under this Act, except as other-
wise provided herein, and all the registered voters of said
county who are qualified to vote at the regular elections shall
be entitled to vote at the special election. The Supervisors
of Election for Worcester County shall canvass the returns in
like manner as other election returns, and they shall certify
the number of votes cast "For School Bonds" and "Against
School Bonds" respectively, and file a certificate thereof with
the Clerk of the Circuit Court for Worcester County, and
another with the Clerk of the County Commissioners of Wor-
cester County.

If the majority of votes cast at said election shall be "For
School Bonds" then the County Commissioners of Worcester
County shall issue bonds as provided in this Act, but if the
majority of votes cast at said election shall be "Against School
Bonds, " then this Act shall be of no effect and no bonds shall
be issued thereunder.

SEC. 13. And be it further enacted, That no purchaser of
any of the bonds authorized by this Act and no holder thereof,
for value and in good faith, shall be bound to see to the ap-
plication of the purchase money of said bonds and the right
of the holder of said bonds to receive payment of principal and
interest thereon shall not be affected by the failure of either
the aforesaid Commission or the County Commissioners of
Worcester County, or the Board of Education of Worcester
County, or their officers or agents to do acts required of them
by the terms of this Act in connection with the erection and
equipping of new public school buildings and the purchase of
land necessary therefor in said County as provided for by this
Act.

SEC. 14. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the im-
mediate preservation of the public safety and being passed
upon a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General As-
sembly, the same shall take effect from the date of its passage.
