shall in its discretion decide and determine according to its
best judgment the site or sites for such buildings, and the
plans and specifications for such buildings, and the equipment
therefor, and the total cost of such buildings, shall be substan-
tially the same for each of the said towns of Pocomoke City,
Snow Hill and Berlin, and shall not exceed the sum of thirty
thousand dollars for Ocean City, the sum of twenty thousand
dollars for Bishopville, the sum of ten thousand dollars for
Whaleyville, the sum of ten thousand dollars for Newark, and
the sum of three thousand five hundred dollars for the Seventh
Election District of said Worcester County, and said Commis-
sion hereby created shall make all contracts for such work,
such contracts to be in writing and to be executed on the part
of the Commission by the signatures of the Chairman and
Secretary; and in carrying out the purposes of this Act the
said Commission may employ and pay such architect or archi-
tects, builders, inspectors, supervisors or other advisers as the
said Commission may deem wise and advantageous to the pub-
lic interest. It shall keep minutes of its proceedings and other
records and books necessary to the proper administration of the
duties herein imposed upon it, such minutes and records to be
open at all reasonable times to the inspection of any taxpayer
and to be surrendered after the completion of its work herein
authorized to the custody of the County Commissioners of Wor-
cester County.
SEC. 10. And be it further enacted, That in the discharge
of the contracts entered into by said Commission for the
work herein authorized, the said Commission shall issue a
warrant on a majority vote to be signed by its Chairman and
its Secretary for the payment of the money due under such
contract or contracts, upon the Treasurer of Worcester County,
and the said Treasurer shall pay such warrants out of the
funds in his hands applicable to the purposes of this Act. The
Treasurer shall not otherwise disburse the money in his hands
as provided for in this Act, than upon the warrant of the said
Commission executed as aforesaid.
SEC. 11. And be it further enacted, That the purchase of
land, furniture, or equipment and supplies necessary or proper
for the use of said new public school buildings shall be consid-
ered and construed and is hereby declared to be included within
the powers of the said Commission and to be embraced within
