by the County Commissioners of Worcester County through the
agency of a Commission to be known as the "Worcester County
School Building; Commission, " hereinafter called "Commis-
sion, " which said Commission shall be composed of the follow-
ing members: Allen P. Schoolfield, Dr. Albert A. Parker and
Charles L. Mason, all of Pocomoke City; Dr. John L. Riley
and Carson F. Chandler, of Snow Hill; Archie H. Hardesty
and J. Richard Phillips, Jr., of Berlin; Ralph R. Dennis and
John M. Mumford, of Ocean City; N. Jerome Wimbrow, of
Whaleyville; Thomas P. Wharton, of Stockton; William H.
Collins and Asher C. Moore, both of Bishopville; and the Coun-
ty Superintendent of Schools of Worcester County, who is here
by made a member ex officio. The members of said Commission
shall serve without pay, but said members shall be entitled to
be reimbursed by the County Commissioners of Worcester
County for the actual expenses of said members incurred in the
performance of their duties as members of said Commission,
and no member of said Commission shall be entitled to hold,
possess, purchase or acquire any share or interest in any agree-
ment or contract made, entered into or concluded with any
party or parties, whomsoever, by said Commission, or to have,
receive, enjoy or participate, either directly or indirectly, in
any of the benefits, profits or emoluments of any such agree-
ment or contract so entered into.

SEC. 8. And be it further enacted, That the County Com-
missioners of Worcester County by and with the advice and
consent of the Board of Education of Worcester County is
hereby authorized and directed to fill by appointment any
vacancy which may occur in the aforesaid Commission by
death, failure to qualify, resignation or otherwise.

SEC. 9. And be it further enacted, That said Commission
as soon as practicable after the passage of this Act shall organ-
ize by electing from its members its Chairman and its Secre-
tary, and shall have full power and authority to determine
by a majority vote all questions connected with building and
equipping school buildings as aforesaid in each of the towns
of Pocomoke City, Snow Hill, Berlin, Ocean City, Bishopville,
Whaleyville and Newark, and with building a new public school
building or buildings in the Seventh Election District in said
Worcester County as aforesaid, except as herein otherwise
specially provided; and the said Commission hereby created
