dogs, the owners or ones in possession of which, do not com-
ply with such regulations and for killing or impounding of all.
dogs found running at large, in violation of such regulations;
and for the proper execution of all of the aforesaid regulations,
the Cottage City Commission may provide by ordinance such
penalties as now allowed to them by the Town Charter. The
style of such ordinances shall be "Be it ordained by the Cottage
City Commission" and two affirmative votes shall be necessary
for the passage of any such ordinance.

5B. That Paragraphs A and B of Section 9 of Chapter
390 of the Acts of the General Assembly of Maryland of
1924 entitled "An Act to incorporate the Town of Cottage
City, Prince George's County, Maryland, " shall not apply
to the provisions of this Act and the power conferred upon the
Cottage City Commission hereunder.

50. That upon a petition of the majority of the registered
voters of said town filed with the Cottage City Commission
on or before the 15th clay of March in any year, the Cottage
City Commission shall at the annual election occurring there-
after submit for approval or rejection any ordinance passed
under Section 5A of this Act. The said question shall be
submitted to the registered voters on the regular ballot with
such information as is necessary to describe the ordinance.
If a majority of the votes cast for and against the ordinance
shall be in favor of its approval, then said ordinance shall
continue to be in full force and effect, but in case the majority
of the votes cast for and against the ordinance shall be in favor
of its repeal, then said ordinance shall become null, void and
of no effect, and the Cottage City Commission at its first
meeting subsequent to said election shall repeal said ordinance.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and being
passed upon a yea and nay vote supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly of Maryland, the same shall take effect from the date
of its passage.
