for a period of two years or until their successors are duly
qualified, and the said Board of Park Commissioners shall
have charge and control of all the public parks, squares and
play grounds owned by the said corporation, and said Board
of Park Commissioners shall perform such other duties as may
be prescribed by the Mayor and Council.

Section 45. That the Mayor and Council shall annually
levy a special tax of not less than three cents (3¢) on each One
Hundred Dollars ($100. 00) worth of assessable property which
shall be a lien on all of said property, real, personal and mixed,
within said town until paid, and said tax shall be collected in
the same manner and method as other town taxes are collected
under this Charter, and the moneys arising from said special
tax shall be deposited in a special fund to be known as the
"Park and Play Ground Fund, " and which shall be expended
on the order of the Board of Park Commissioners for the pur-
pose of the development of a system of public parks, squares
and play grounds, and for the perpetual care and maintenance
thereof.

Section 46. That this Act shall not affect or impair any
right vested or acquired and existing at the time of the passage
of this Act; nor shall this Act impair, discharge or release any
contract, obligation, duty, liability or penalty whatever now
existing. All suits and actions, both civil and criminal, pend-
ing, or which may hereafter be instituted for causes of action
now existing or offenses already committed against any law or
ordinance repealed, by this Act, shall be instituted, proceeded
with and prosecuted to final determination and judgment as if
this Act had not been passed. No tax levied or any proceeding
taken for the collection of any such tax or the enforcement of
the payment of the same before the passage of this Act shall in
any manner be affected by the passage of this Act, and the
mode of procedure in any such matter shall be the same as if
this Act had not been passed.

Section 47. That all laws now in force relating or appli-
cable to the Commissoners of Federalsburg and not included in
this Act and not inconsistent with this Act, and all ordinances
of the Commissioners of Federalsburg now in force and not
inconsistent with this Act, shall be and they are hereby con-
tinued in as full force and virtue as if the Mayor and Council
of Federalsburg were named therein until changed or repealed,
