respectively, by the General Assembly of Maryland or by the
Mayor and Council of Federalsburg.

Section 48. That all officers provided for or named in the
Charter of Federalsburg or any amendments thereto, as it now
stands before the passage of this Act, whether by election or
appointment, shall continue to hold, exercise and discharge the
duties of their respective offices until their successors shall be
duly qualified, and nothing contained in this Act shall be con-
strued to interfere with the continuity of the terms or tenure
of said officers; nor shall a reappointment or re-election of any
of said officers be necessary in order to secure the said con-
tinuity of their said terms and tenures of office, unless other-
wise provided in this Act.

Section 49. That each section of this Act and every part of
said section are hereby declared to be individual sections, and
the holding of any section or sections or part or parts thereof
to be void, ineffective or unconstitutional for any cause shall
not be deemed to affect any other section or part thereof.

SEC. 2. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation
of the public health and safety, and being passed upon a yea
and nay vote supported by three-fifths, of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 22.

AN ACT to add a new section to Article 12 of the Public
Local Laws of Maryland (1888 Edition), title "Garrett
County, " sub-title "Roads, " said new section to be known
as Section 204A, to follow immediately after Section 204 of
said Article, as amended by Chapter 1 of the Acts of 1910,
giving to each Road Supervisor of said County authority

to drain water from the Roads under his supervision to
neighboring land where such drainage is deemed necessary
by such Supervisor to establish a penalty for the unau-
thorized closing or altering of existing and future author-
ized drainage systems; and to provide for assessment of dam-
ages caused to such neighboring land by such drainage sys-
tems after June 1, 1929.
