SEC. 3. All Acts or parts of Acts inconsistent with the pro-
visions of this Act are hereby repealed.

SEC. 4. This Act is hereby declared to be an emergency
law and necessary for the immediate preservation of the public
safety, and being passed by a "yea" and "nay" vote supported
by three-fifths of all the members elected to each of the two
houses of the General Assembly, the same shall take effect from
the date of its passage.

CHAPTER 20.

AN ACT to adopt the cardinal, commonly called red bird, as
the County Bird for Montgomery County.

WHEREAS, the school children of Montgomery County have
decided, in a voting contest, that the cardinal is the most
popular bird in the County; therefore

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the cardinal, commonly called the red bird,
be and it is hereby adopted as the County Bird of Montgomery
County.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1929.
