powers, privileges and incidents as may attach by law to a
municipal corporation, may purchase and hold real, personal
and mixed property and may sell or dispose of the same, in-
cluding any and all right, title and interest of The Commis-
sioners of Oxford in and to the existing electric light plant and
system consisting of the real estate, power plant, distribution
and transmission lines, meters, appliances, fixtures, rights, ap-
purtenances, privileges and franchises and any other physical
property constituting a part of or used in and about said elec-
tric light plant and system, or any part or parts thereof, if, in
the discretion of the said Commissioners of Oxford, any sale
or sales thereof or of part or parts thereof shall be for the bene-
fit of said town. In selling any property owned by said town,
including said electric light plant and system, the Commis-
sioners of Oxford may do so by deed or other instrument of
conveyance, with or without warranties of title signed by the
President of the Commissioners of Oxford under the corporate
seal thereof and attested by its Secretary, or said deed or other
instrument of conveyance may be executed by such other duly
authorized officer or officers of The Commissioners of Oxford
as shall be designated by ordinance duly adopted by The Com-
missioners of Oxford. If The Commissioners of Oxford shall
sell said electric light plant and system, they may grant unto
the purchaser thereof, his or its successors and assigns, a fran-
chise or franchises to use the streets, alleys, parks and public
places of the Town of Oxford for the purpose of locating, erect-
ing, maintaining and operating said electric light plant and
system and the poles, wires, transformers, meters and other
apparatus used and to be used in connection therewith; pro-
vided, however, that any sale or disposition of said electric
light plant and system and the exercise of any franchise to
operate the same that may be granted by The Commissioners
of Oxford shall be subject to the approval of the Public Service
Commission of Maryland.
SEC. 2. Be it further enacted, as aforesaid, That this Act
is hereby declared to be an emergency law and necessary for
the immediate preservation of the public safety, and, being
passed by "yea" and "nay" vote, supported by three-fifths
(3/5ths) of the members elected to each of the two Houses of
the General Assembly of the State of Maryland, shall take
effect from the date of its passage.
