to time to proceed with the work, which money is to be repaid
immediately from the money derived from the sale of said
bonds.
SEC. 4. And be it further enacted, That the said Mayor
and Council of Mount Airy is authorized and required in each
and every year hereafter while the bonds hereby authorized,
or any of them, are outstanding and unpaid, to levy and collect
a special tax on property of all kinds and description, liable to
assessment and taxation within the corporate limits of Mount
Airy, which tax shall be sufficient, to pay the interest on the
bonds outstanding by them issued under the provisions of this
Act and the principal thereof as the same shall severally fall
due, until they shall have all been redeemed and retired at the
time of maturity herein set forth; and the proceeds of such
tax collected shall by the Mayor and Council of Mount Airy
be placed to its order in some safe depository as a separate and
distinct fund, and by it only applied to the payment of the
interest and redemption of said bonds, when and as soon as
they shall become due and redeemable, and when redeemed
said bonds, and their coupons shall be cancelled; and said
taxes are pledged to the payment of the interest and principal
of said bonds, and can be used for no other purpose, except,
that when all of said bonds are paid, the balance, if any, in
such fund is to go into the general account of the said Mayor
and Council.
SEC. 5. And be it further enacted, That this Act shall be
submitted for its adoption or rejection to the qualified voters
of the Town of Mount Airy at a special election to be held at
Mount Airy at such time and date after the passage of this Act
and before the first day of June, 1929, as shall be fixed by the
Mayor and Council of Mount Airy; said election shall be con-
ducted and held in the same manner as the regular elections for
Mayor and Council of Mount Airy, and two weeks' notice of it
shall be given by hand bills set up in at least ten public places
in Mount Airy; there shall be printed on the ballots used at
said election the words "For Bond Issue, " and "Against Bond
Issue, " with a square after said words for the (X) mark of
the voter, who shall indicate his vote by an (X) mark after his
choice; and the Judges and Clerks of election shall certify the
result of said election to the Mayor and Council of Mount Airy
who shall record it on its minutes; if there be a majority of
votes cast in favor of said bond issue then this Act and the
