SECTION 1. Be it enacted by the General Assembly of
Maryland,
That the Commissioners of Federalsburg, for the
purpose of completing the construction of the Water Works
System of the Town of Federalsburg, and for the payment
of the balance due on account of the erection of the Federals-
burg Municipal Building, are hereby authorized and directed
to borrow on the faith and credit of the Town of Federals-
burg the sum of Twenty-six Thousand Dollars ($26, 000. 00),
and to issue promissory notes therefor in such denominations
and upon such terms and conditions as the Commissioners of
Federalsburg shall determine by resolution; provided, how-
ever, that the rate of interest on said notes shall not exceed
six percentum (6%) per annum.

SEC. 2. And be it further enacted, That the Commission-
ers of Federalsburg shall levy a special tax annually on the
taxable property of said town at the time of the regular
levy to raise a sufficient sum of money to meet and pay the
interest on the aforesaid promissory notes as the same shall
become due, and to meet, retire and pay off said promissory
notes at their maturity, and said tax shall be collected as
other town taxes are or may hereafter be collected.

SEC. 3. And be it further enacted. That this Act is hereby
declared to be an emergency law and necessary for the immedi-
ate preservation of the public safety, and being passed upon
a yea and nay vote, supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General As-
sembly of Maryland, the same shall take effect from the date
of its passage.

CHAPTER 65.

AN ACT to provide for the making of certain reports by
pawn-brokers in Hagerstown to the Chief of Police of
Hagerstown, and penalties for violations of said provisions.
