question of such proposed sale, lease, or other disposition of
said property submitted to the vote of the duly qualified voters
of said Hagerstown at the next general municipal election
thereafter by causing to be printed on the ballots the words
"For proposed sale of light plant property" and "Against pro-
posed sale of light plant property" or "For proposed lease of
light plant property" and "Against proposed lease of light
plant property" or "For proposed disposition of light plant
property" and "Against proposed disposition of light plant
property, " as the case may be; and if a majority of the duly
qualified voters voting on said question shall vote "For" the
proposed sale, lease, or disposition of said property, as the case
may be, then said Mayor and Council shall have the power
and authority to make the proposed sale, lease, or other disposi-
tion of the property described in the said published notice; but
if a majority of the duly qualified voters voting on said ques-
tion shall vote "Against" the proposed sale, lease, or disposi-
tion of said property, as the case may be, then it shall be un-
lawful for said Mayor and Council, and said Mayor and Coun-
cil shall not have any power or authority, to make the pro-
posed sale, lease, or other disposition of said property.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon a yea and nay vote supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 64.
AN ACT to authorize and empower the Commissioners of
Federalsburg to complete the construction of the Water
Works System of the Town of Federalsburg, and provide
for the payment of the balance due on account of the
erection of the Federalsburg Municipal Building, and to
borrow on the faith and credit of the Town of Federals-
burg Twenty-six Thousand Dollars ($26, 000. 00), and to
issue notes therefor, and to provide for the payment of the
same with the interest thereon.
